A hero can be a leader, but we emphasize his individual contribution and achievement to a group/society. For example, Spiderman is a hero, but not a leader. A leader can be a hero, but we emphasize his leadership and charm that could motivate, lead, comform and make decision within a group of people and those people would have no struggling to follow him/her. For example, Bush is a leader, not a hero. For example, Gandhi, he is a hero of India, and also a good leader.
